Topology: More mountains and valleys than in NZ I am pretty certain. I can find the info if you like on how many FM-transmitters are used to cover Norway. The GSM-technology was developed in Norway and a key part of it is being able to deal with reflections from the many mountain walls that you have to deal with there.

Consent: Not sure what you are asking. But if you are asking how the frequency resources are given out, its based on auctions.

The latest auction brought in a total of almost 1.8 billion NOK, thats to say about 346 million NZD (1 NZD = 5.2 NOK)

Building consent I am not sure about, but I think it involves quite a bit of bureaucracy.

I did some digging, and I found that one of the mobile operators tried to avoid having to apply for consent by putting up a flag pole celltower. They didn't get away with it.
