A VoLTE standard hasn't even been widely agreed around the world, so I wouldn't expect VoLTE any time soon (from any carrier).

Verizon in the US is doing it next year.. In theory any SIP client that can do codec G722 can do VoLTE..

A very good question, to which the only conclusiong I can come to is to discourage switching networks if another carrier was quicker to market. As far as I'm aware, there is no technical reason to disable it in firmware, as if the network doesn't support it, it's not like it will have any negative impact, it simply wont be used.

It's at the handset level, so each manufacturer (and potentially each handset) will have a different way of accessing the information. The official Vodafone software for the Xperia Z does have this enabled, as will all the devices listed on the HD Voice page.
I'll do some digging & see what I can find out for you - not sure if it's specifically disabled in open market Sony devices. Which software build is running on your Z, & where did you get it from? Assuming the Nexus 4 is on the latest 4.3 build?
EDIT: Nexus 4 is a yes.

Yea I am aware that Nexus 4 is HD Voice capable but I think carrier needs to enable this for that particular firmware version as well?
The Xperia Z beongs to my wife, it's a white C6603 (only blacks are sold in NZ) from HK, running 4.2.2. I can try flashing it with a Vodafone NZ Firmware if there is one :)
My N4 is runing on 4.3.
So far I don't think HD Voice is enabled during phone calls between these two handsets.

All Nexus 4s should be running the same build since the updates are pushed from Google; they're not modified by local operators at all, so there's nothing to enable.
There should be a Vodafone NZ build for the Z, unsure where one might find that though as I've not had a Sony device as my daily driver long enough to tinker. Tried checking through the service menus to see if there's anything about AMR-WB?
