I have fibre in the building and going to an outlet near me. So, what determines whether one can get fusion or not? My location is not listed here http://www.xnet.co.nz/solutions/fusion-over-fibre-subdivisions/

It's only available in greenfields residential subdivisons where fibre only was deployed unstead of copper. If you're not one of these areas you will probably just have a standard Chorus fibre frame and usual Chorus P2P fibre prices will apply.

I don't really understand why some parts of the country can pay $60/month for an entry level fibre plan, and others $500/month. Is one being subsidised by govt or something?

Because you're not comparing apples with oranges - they are not the same product, and in this case you're comparing a GPON product vs a P2P fibre product. The price for a P2P fibre connection in a UFB area is identical to what you're paying over Chorus fibre now, ie $380 wholesale for a 100Mbps connection and then $10 per 10MB lot for a CIR. Chorus fibre pricing was dropped in August last year to match the UFB pricing.

GPON pricing on the other hand is entirely different, it's calculated on the fact a single fibre port that costs $$$ can be split between 24 users rather than 1 user.

Essentially whether you're in a UFB area or not, which you obviously aren't.

Right now GPON is only available in existing greenfields BOF area or new UFB areas.
