If for example, your billing cycle was from 30th -29th and you used up your 60gb data cap by the 20th, then got your plan changed to 100g warpspeed,.. on the 21st, would that mean you have to use up 100gb in 9 days and you would get charged for both the 60gb and the 100gb plan.. thanku

That's right, but you'd only be charged a pro-rata rate for the plans - i.e. you'd pay for 21 days of the 60GB plan and 9 days of the 100GB.
Ok so, even tho i've used up the whole 60gb.. I would only be charged for 20 days out of a 30 day billing cycle..? and then if i manage to use up the 100gb in 9 days ill only be charged for 9 days.. NOT but the usage?.. I thought it would be charged by usage
It isn't charged on a usage basis. As amanzi said, you pay according to the amount of time you're on a plan.
There is a catch, though. When you change plan halfway through the month, TelstraClear make you pay for the next month's plan in advance. On your next bill, assuming you've paid all your bills before this, there'd be 9 days of 60GB credit + 9 days of 100GB + 30 days of 100GB (plus any other charges there might be, such as a phone line).
