For those not on unlimited, is this still working for you as local data?

Had a few Apple system updates go through that would usually be unmetered, but not the case over the last few days...

May not be the cause for you, but it should be noted that Apple no longer exclusively deliver their updates through 3rd party CDNs. They are building their own CDN infrastructure in parts of the world and are pulling back on 3rd party (Akamai) delivery elsewhere - preferring to let ISPs pull traffic from them (or their datacentres) over their own (international/expensive) links.

That may well be it. I noticed that billable data usage was going up, but overall usage about the same, so less stuff coming out of the local cache.
