After getting this great VFX system I made my first Voip phone call to Holland expecting to be charged 5c per minute. The call was charged at mobile phone rates of 59c per minute costing over $33 for just under an hour.

The number called started with 00 31 174 xxxxxx which is in Poeldijk near Naaldwijk in South Holland. All Naaldwijk local numbers start with 0174 (zero dropped from overseas phone).

Mobile phone numbers in Holland start with 06 or if called from NZ would be 00 31 6xxxxxx so I did not call a mobile just a local phone number.

VFX Help Desk have said that numbers that start with 1 are special numbers charged at higher rates - they are investigating further. (All Rotterdam region numbers start with 010 or 10 from overseas.)

Check your VFX bill have you had the same charge for calling numbers starting with 00 31 1xxxxxx?

Hopefully this can be sorted out otherwise how can one know if a local number called in Holland will be charged by VFX at mobile rates? If I knew it was going to cost so much I would never have called. A bad start for me with VFX.

numberingplans.com does confirm your number range as being local numbers belonging to KPN.

Hi Rscole86 - I tried the Help Desk. Their comment is repeated below from my original email:

I'll see what their investigations turn up.

I read the comments on XNET/VFX's Home page in a whole new light now:

  • You will giggle nervously when you receive the bill for the toll calls that you make. (I almost wet myself from shock - it doesn't pay to get frights like this when you're over 50)
  • You will probably think that there must be some mistake. (Too right!)
  • You will probably think that it is too good to be true. (Quoting from the Tui ads: Yeah Right!)
I'm sure WxC will sort it out - will keep you posted.

I called WxC for an update on this issue today after receiving no response since last week. It is still being investigated. They confirm however that the number I called was a local land line and will credit the mobile rate charge.

I'm told that all calls to this number and perhaps others will be charged at mobile rates till they update their accounting system. I'll have to call each time to have the charges reversed.

Phone calls to the Netherlands that attract a special (e.g. mobile) rate are (from Wikipedia):

06:  mobile phone number
066: mobile pagers
06760: internet access number
0800: toll free number
084: location independent (used mostly for fax-to-email and voicemail services)
087: location independent
0878: location independent (voice over IP)
0900: premium rate, information
0906: premium rate, erotic
0909: premium rate, entertainment

All numbers that start with 06 or 08 or 09 will be charged at a special rate according to WxC. (Leading 0 dropped from overseas phone)

Note that 0800 toll free numbers are also charged at a special rate so if you want to call 0800 numbers use Skype - then it's free.

Meanwhile check your WxC VoIP landline calls to Holland on your account to ensure they are 5c and not 59c per minute or some other rate.

Argh Billing,  yes there can be issues most carriers have them I'm afraid , the hardest part about this is the billing system and the fluidity of the International number plans how to get all the details in to the rating engines, (the part that actually bills the number dialled to your account), we do try our best to keep current and we do have some big improvements on the way but the Interantional Number plan is absoultly massive and continually changing, generally you will find if there is an issue please just phone in and we will do our best to rectify it as we always do Laughing.

No Carrier is perfect when it comes to billing but we look after our customers pretty well and are pretty up front about it

Thanks maverick (and welcome back!),

Look forward to seeing the "big improvements" that are on the way. Any indication of when they will happen? Meanwhile the Help Desk has said I will need to call them everytime if I call that number (perhaps others) to have the higher charge credited back to 5c/min. It is still a little puzzling that the number I called was just to an ordinary fixed line phone of which there are dozens which are similar in the region of Naaldwijk. Nothing special about the number - the whole area including Rotterdam start with 1.

For now, one has no way of knowing what one will be charged for calling Holland till the bill arrives. One has no way of knowing if the person called will be treated as a "Special" number. Thanks for your help.
