type 2 caller id is where you get both the number, and the name of the person that number is registered to.

I've never heard it called Type 2 CID but the answer is yes.
You only get alphanumeric CID for other VFX subscribers however since there is no way for the subscriber info to be made available to WxC.

Would I be correct in assuming that the name/number CID for outgoing VFX calls is passed onto other networks? So if their network is name/number CID capable (italk maybe?), or as other providers move to VoIP, then they too would get full name/number CID?

It certainly isn't the whitepages that italk/2talk use, because people I know who have had their current number for 2 years have someone else come up on the italk visibill thing, friends have their ex's names on it when they were taken off the telecom account over 5 years ago etc.
To make it worse they apparently have no way of fixing it. I would say no to names unless they can 100% guarantee that they are correct.
