sbiddle: I'm not sure there really is much to comment on.
802.1p (and typically DSCP as well) tags are very rarely transported between networks for a myriad of reasons. I would certainly never expect to have correct 802.1p or DSCP tagging ever be in place when using a VoIP provider that is off network from your ISP.
