Can any body tell me how you define a rural user? 
At 69 dallors NDSl for me would be marginal. at the moment my total cost for BB and Phone is varies from 72 to 75 dollors with free auckland calling though telstraclear BBYard plan and 33 dollors for xnet river.(xcluding call cost) But at 89 dallors for rural forget it! Hence the question.
