Check on http://www.vodafone.co.nz/network/coverage/ for current status etc, 700MHz rollout is covered in Vodafone Community. I will try and get hold of the plan and if I can will share info.

I have called up 2degrees and they advised they do not roam with 4G so that explains why I can only get HSPA+ at best in this area and for a long way around.
