I can see that there is a toll-free and a 09 local number at the Vodafone support site.

Is there any difference?

I doubt any difference.

In the past when I've seen a company advertise both their 0800 and local support number is they may block mobile and international calling through the 0800 - if so, you then have to use the local support number.
