I login to viewbill to check my profile.

I could not find an option to adjust my data usage before it's throttled  to dial up speed.

I was on Flood plan 30 Gig when join Xnet. Just changed over to torrent plan.

Question : Is torrent plan unlimited (open ended)

Where is it on my profile page that indicate that I am on 30G before be throttle
?

You can't set a limit on the torrent plan. Maverick mentioned this somewher in the 15 page thread where he announced the torrent plan, don't think that its in the original post though
