"making some changes to Network infrastructure"

Surely that is more than what they need to say?  They do not have to say anything, because it is not a guaranteed service.  They could have said "oops, the cleaners needed a power point".

They dont 'have' to tell you anything. They said there will be an outage, so there will be an outage. Its not up to you to decide if its a reasonable excuse for the outage. If you dont want to have an outage, switch providers.

If it was an important service change/improvement, then we would know about it on here before they announce it (even if it is only a couple of hours before).  Xnet is unlike any other ISP and do actually tell us what we need to know, when we need to know about it.
