Latest web site info says phones are 'Voice Calling over Broadband'.

Does this mean VOIP, rather than a 4G set up?

RBI used either circuit switch voice or VoLTE, not VoIP. Fibre and VDSL connections use VoIP via the ATA module in the Vodafone router. ADSL might be VoIP else POTS

Scroll down and open Important Things To Know, then look under Voice Calling Over Broadband section.

So the unlimited plan Voice is delivered over internet (not POTS) and the home Wireless Voice is delivered over the mobile network

Question:  In the VoIP scenario, if a phone cable is connected between the router and a wall jack, would all the extension jacks work?

It should, given there are no wiring faults and you don't have billions of phones plugged in. You should also ensure the rest of the jacks are isolated from the external copper network.

In a Daisy chain wired place yes (maybe), in a star layout you need a panel to common up a bunch of outlets at once if you need more than 1 phone jack live.

They then become either voice, or data. Depending on the termination patch (to phone panel, or to switch)

Just how good or bad is VoIP these days?

Move to New Zealand's best fibre broadband service (affiliate link). Free setup code: R587125ERQ6VE. Note that to use Quic Broadband you must be comfortable with configuring your own router.

It's been talked about before, but with telco's moves to decommission copper, and the likes of Vodafone now proponents of either VoIP and wireless (3/4G), how long will they retain their existing land-line (pots/exchanges/copper) system?
