The situation is that I'd like to get an additional black Apple Watch Ultra to go with my Titanium coloured one for different outfits (Extravagant I know). I know I can run multiple watches linked to one phone but is it possible to have two wearables on a One Number plan so I can have LTE on both watches?

No, you can't, according to the T&C https://one.nz/legal/terms-conditions/onenumber/, point#3:

 

3. You can only have a single OneNumber add-on per eligible Pay Monthly mobile plan.

My suspicion is technical as I doubt any telco would opt out of charging me more money.

Looks like this is possible on Spark

 

You can have up to two Apple Watches on your Spark account, with a few caveats: 

 

  • You'll need two separate $7.00 One Number Wearable Plans, one for each watch.
  • Only one watch can be worn at a time. Turn on Auto Switch in your phone's Watch app to make sure the watch you're wearing is active.
  • Both watches will share the number of your iPhone. This means you'll only get calls, messages and data on the Apple Watch that you're currently wearing. 

Both watches will share your activity and workout information to your iPhone. You can see your daily move, exercise and stand progress in the Activity app on your iPhone. It just might take a minute for all the data to sync.
