On the web, it says 22/05/09.
 does that mean 23:59:59 on the 22/05/09 or does it mean 23:59:59 21/05/09?

Always seem to forget.

On 22nd of every month, your new bundles will start again.

So at 00:00:01 on 22nd, you will get your new allocations :)
