Anyone know what the deal is with $299 telecom vouchers - like, did they give them to lots of people?

When I enter my (telecom) phone number in the box on the page, it allows me to purchase the phones at a discounted rate (like the iphone 8gb for $200 on a $40/month plan!!) - though the T's and C's do state that "Vodafone reserves the right to request the original Telecom voucher."

so yeah, anyone know what's with the vouchers - who they were given to etc?
