The simplest answer would be no. But there are so many unknown variables in the question.
There are many reasons why SMS's can be delayed, ranging from overloading on an individual site (and 3G has a much higher capacity than GSM) down to congestion within the SMSR's or if you're sending off network the capacity of the links and the SMSC's/SMSR's of the destination network.
At the first V8 race in Hamilton I was unable to make or receive calls or texts(network busy). Noticed other people were able to use there's. Turned off 3G and everything worked fine. Shows hows much capacity 3G has!

I assume delivery would take the exact same amount of time. But my old Sony Ericsson K610 would take about half the amount of time to send a text on 3G.

This was a config issue not related to capacity over the UU interface issue was from node B to RNC IuB interface they are very different
In times of heavy localized congestion (concert, rugby game etc) your call/sms is less likely to be rejected by 2g as it currently handles the radio interface a bit better.
