Vodafone seem to be selling the iPhone 3GS as a handset only option:

Howcome vodafone don't sell the iPhone 4 as handset only? Couldn't vodafone increase the price by say $100 so they can make more money on the sale of an iPhone 4?

With the iphone 4, I wouldn't be surprised if they are just trying to get rid of the older model. If I was buying one, I would buy the iphone 4 any day, I wouldn't bother with the 3gs.

If they were to increase the price of an iPhone 4 by $100, they would be $150 more expensive than Apple, and no one would be silly enough to buy it.  If you mean $100 more than the current contract price, that would be a huge loss for them.  Either way, there's no point.
