I just wander any one can give me an advice for 3CX PABX setting?

I cant receiving any phone called from a mobile or any landline in NZ.

what Inbound parameters should I put it on?

Send me your details and I will take a look, first thoughts will be if your outbound is working then you will most probably be rejecting it from your end but won't know until I have your details

That link should have enough info for calls to work in both directions, we have had some of our guys do builds from scratch and use these details and seen no issue, so send me your detail and I will sse what is happening at the SIP level

Okay have the info now and see the problem , you have a wrp400 in the network and have SIP ALG turned on most likly the SIP port 5060 for the 3cx is clashing with the wrp400

Here is the problem, we are getting a SIP 404 not found but it's coming from your wrp400 not the 3cx , in other words it's not even getting past the wrp400, You will need to turn SIP ALG off if your using the wrp400 for voice, if not turn the wrp400 voice ports off, you could also change the port for the 3cx to 5062 etc,
