"It's normal. "Call Forwarding Active" is displayed when all calls are forwarded. "Conditional Call Forwarding Active" shows when forward when busy, forward when unanswered, or forward when unreachable is selected. To make the message go away you'd have to disable the three forwarding options in their settings. The pre-populated number is always your carrier voicemail (read from the SIM)"
All it means is the OCCF to 6421700100 is active, So if you don't answer a incoming call this is passed off to the VoiceMail platform and yes it does show when you place a out going call
If you called Vodafone and requested the Voicemail box to be removed this message would not show but the actual Voicemail box is not deleted only the OCCF of 6421700100 is removed on the HLR profile for your MSISDN

Aha! Light bulb moment! Thanks guys. I was stupidly thinking of only the outgoing call, not what happens when someone tries to call me when I am on an outgoing call. All makes sense now.
