What are people suppose to do in an emergency, if they don't have a cellphone:

Service Disruption Start: 28 December 2011, 4:00 PM

Estimated Service Disruption End: 6 January 2012, 7:00 PM

Last Updated: 28 December 2011, 6:02 PM

Area Affected: Takapuna, Auckland

Customer Impact:

Due to an unplanned outage with our wholesaler, customers from the Takapuna region of Auckland may be experiencing a loss of Broadband Internet service and may be unable to make or receive calls including 111.

Technicians are working towards restoring service as soon as possible.

The current estimated time to resolution is Friday 6th January at 7pm.

We apologise for the inconvenience.

but seriously I'm sure they are working on it as quickly as they can, also many accidents happen away from phones or phone coverage, i.e. Tramping etc

We have 3 mobile networks.

The chances of there not being anyone near by with a mobile phone is not high.

Fixed networks should not be relied on for emergency services any more.

Seriously people are so reliant on "the entity" these days. I can guarantee you someone in the exact same spot as you 200 years ago could not call 111 and if they needed help would organize it themselves. If you have no cellphone be creative, light a fire, signal to planes with a mirror or walk next door and get them to use their cellphone....

but no where in that post does it say Customers will not be billed for services not recived. its the least they could do.
