Might need to elaborate on that a little. One of my ISPs transit providers is Telstraclear. My international traffic is currently going out via them and I can't see any issues.

of course when telstraclear has issues, it's usually traffic coming back in...

they're probably just getting proxy overloading again during peak times.

I can tell you it won't be the caches, esp. in terms of overloading.
Regretfully I can't tell you what it was either.

Was it to anywhere in particular?  US or Europe?

I noticed it to LAX, mainly the MaxCDN node we use to distribute some static content for our pages - it could be their infrastructure having a problem though.
