Without the IMEI, you can't blacklist. If you have the SIM number that was in the phone, telcos can get the IMEI number & then blacklist the phone.

IMEI can be blocked at any stage - it's simple a 16-digit entry into a database. Doesn't matter whether or not the phone has even been turned on.
