Will ask the question - I believe it will relay the message to mobile but will double check.

one2many, the world’s leading Wireless Broadcast company, has been selected by New Zealand’s Ministry of Civil Defence & Emergency Management (MCDEM) to deploy a national Wireless Emergency Alert system. The system will enable government agencies to warn at-risk communities of critical adverse events and threats to life, health and property by sending emergency alerts to their mobile phones. The cloud-based service will be fully managed by one2many for up to 12 years.

To enable the system, one2many has delivered its new Public Warning Portal cloud service to MCDEM: a mobile alert creation and management system that emergency management personnel can use to generate public warnings. The Public Warning Portal also enables automatic alert generation, which can enable alerts to be swiftly issued for emergencies such as tsunamis or earthquakes. The open architecture of the Portal means that MCDEM will in the future be able to integrate any additional emergency alert channels, such as social media, TV and radio, without comprising its reliability or requiring changes to the system.

As part of the deployment, one2many also delivered its Cell Broadcast Systems in the private cloud of New Zealand’s mobile operators’ networks: Spark, Vodafone NZ and 2degrees. one2many’s software securely interfaces with MCDEM’s public cloud-based Public Warning Portal to enable the broadcast of emergency alerts to all 3G and 4G mobile subscribers within the location of an emergency. Crucially, people do not need to download an app on their mobile phone or subscribe to a service. If their phone is on, capable of receiving the alert and inside the target area then they should receive the alert.

David Coetzee, Manager, Capability & Operations at New Zealand’s Ministry of Civil Defence & Emergency Management, commented: “In a country where emergencies such as natural disasters are all too common, it’s essential we have multiple robust and reliable means of alerting the public to threats. one2many met all our stringent demands for this contract and are delivering a managed cloud service that’s easy-to-use, secure and comprehensive. Importantly, one2many proved they could meet our exceptionally short delivery timeframe. We’re very happy that the system launched successfully last November 26, and will help us and other agencies to continue to improve the safety of our communities.”

While not needing an app to work has the advantage that alot of people with compatible phones are "auto enrolled", not having an app option means there will be many who can't receive the warnings if their phone isn't compatible.

I wonder if there is room to also have an app or SMS function for those groups.

Would also be interesting to have stats on how many people have compatible phones vrs those that do not as its being contracted via government Department

Is this one2many the same company that they were testing a few months ago that only worked for a few of the mainstream phones?

I'd be very happy if they created Twitter/Instagram/FB etc accounts for each area and sent alerts to there too, ask people to turn on notifications for the accounts they follow. Not an overly hard task and should cover most new generation people. And support a much wider base of users, e.g. people on the computer at the time, or on there phone/iPad with no cell network just WiFi.

And yeah I agree, getting SMSs would be a huge step forward too, since it seems the call broadcast system doesn't support many phones, and is sometimes disabled by default. Or would sending so many SMSs at once put too much load on the cell providers... hmm.

SMS isn't really viable. Maybe there could be an app, but its really just going to take a bit of time for phones to catch up.

Especially if new phones (Less than 6 months old) didn't work with the test!

As for SMS... How would they separate people currently overseas? Can a SMS be sent conditional to a handset being within a certain region or cell?

I think they are suggesting SUPPLEMENTAL options, like FB and Twitter, SMS might not be optimal for tourists (ours who aren’t ‘here’ and those who are here with foreign roaming, though I’d expect the ‘roaming’ registration at the airports should be able to enroll the numbers that use their network anyway?) surely as a SUPPLEMENTAL system SMS is much better for those handsets that aren’t able to accept the current system than needing an app?

If they're from overseas they're likely going to get the alert anyway, because overseas phones were already compatible with these type of emergency alerts, NZ phones were not.
