In 2019, is there in NZ a provider of mobile telephony with voicemail accessible via web interface?

That is, say my mobile phone is out of reach of the network. Incoming calls hit voicemail and get recorded. What I want is, instead of having to call the voicemail service, to be able to login to a web interface and see all my voicemail content downloadable.

If none exists, what other options are there? Redirect my NZ mobile number to a VoIP service?

Well, can you move me forward to the 10s please? How do I hear what people say who phone me up when I am not available?

The redirect to VOIP is probably going to be easiest for your callers.

I think 2talk issues free 028 numbers, you could setup a conditional divert on your mobile so when you don’t answer/not available/not in service, your calls forward to the 028 number. The 028 number should be set to go direct to voicemail.

Last time I was with 2tallk for a home line they had webinterface for voicemail that worked quite well. Haven’t tested it in this setup however.

If you have a iPhone - http://touchvoicemail.com/ is an option which I have used in the past with no issues.
While it doesn't have a web interface, it does have the app which all your voicemails go to, assuming you have WiFi access, then your voicemails will go to the app.

Other option would be to sign up for a free 2Talk 028 number and configure your voicemail to redirect to this.
They have the web interface and also (iirc) these get emailed to you when someone leaves a voicemail as well.

You can get a free 028 number from a VOIP provider such as 2talk.  Then redirect from mobile if not answered/not available.  Have the VOIP number go straight to voicemail, then get the voicemails emailed to you.

You pay for the redirected call, but this will come out of any included minutes.  But you don't pay for any voicemail access charges.

Unfortunately Spark prepaid don't let you redirect, but I know the above works on 2degrees
