Our son has a new phone, his first, soley so he can contact us and us to contact him. He is 11 in a few weeks, and will ride to school soon.

 

We want something cheap but functional in terms of plan, for this ability to receive and send calls. Exceptionally low volume, doesn't need data, but if it had a little that would be good.

 

He won't be using it for now, as anything other than a voice calling device.

My family are all on Warehouse mobile. Free texting and calling between warehouse mobile customers.

We put the kids (about the same age as your son) onto a 2degrees $9/mth plan (now $10).  Then added them to the data sharing thing on my wife's 2d account.  Their plan has data roll over which builds up as they are not often using the phones away from WiFi. But if they do run out it just takes it from my wife's account (IIRC she's on the plan with 10GB...maybe the 25GB one).  This approach works great for us.

 

When they start using more and more we'll likely move to one of the 2degrees shared pool plans.  Might do that when my mobile comes back to us (currently work pays for it)

As a number have suggested above, Warehouse Mobile is what we use for my 12 YO son’s phone, which is similarly hardly used. Pay as you go rates are fine for this purpose - think it’s 8c per unit for text, calls and data. Requires a minimum top up of $5 every 90 days to keep credit; my son doesn’t even spend that. So can’t complain about total running costs of a bit over $20 for a year. Always the option of adding packs for one-off needs like holidays or if usage changes, but at this point it works fine.

The data connection drops frequently for me on warehouse mobile, which is a deal breaker. Seems to be a common issue. https://www.geekzone.co.nz/forums.asp?forumid=42&topicid=249262

 

Since you don’t mind about the data, warehouse mobile should be the cheapest choice on the market.
