Wife sent a text to a mobile number in Aussie and got the following response.

Anyone know what it means?

Its in the mobile number range +614 etc, I was wondering if the sending number is blocked?
I can't see how, that message indicates the message was submitted and delivered.
That message is a (probably) Vonage SMPP delivery receipt: https://api.support.vonage.com/hc/en-us/articles/215468998-How-to-Read-a-Vonage-SMPP-Delivery-Receipt. Other providers use a very similar format, but seem to include extra info missing from yours.
The message is intended for consumption by an application, not a human. What was she sending the message for? Was it to a person or was it a reply to like a hotel booking confirmation or something?
Message was to a person, phone call to the number works but always goes to voicemail, so wife thought she would just text and leave a message.
Strange. I'm unsure why you would have received an SMPP response to a mobile handset. They're supposed to be returned by ESMEs. Unless the number in question is a "virtual number" and the application that received your message broke and replied with the response it got (since you wouldn't have a way to set the "registered" flag on a message from your phone).
