The answer is yes - but technically you are breaking the rules!
Under NAD rules numbers are only supposed to be issued and used in the local calling area for which they are issued. This is also to ensure 111 calls have the correct address since VoIP numbers are replacing fixed lines as a primary line.
I've got no idea about iTalk but 2talk will happily sign you up with one. You could also sign up for VFX but you would have to give an address and contact details within the 09 area, they will not break the rules and issue you one if you aren't residing within the LCA.
I lived in NZ when i signed up for iTalk but then moved to the UK for 9 months. It worked fine for me while I lived there. Call back home had good quality, but calling in the UK was hard - i guess the data went from the UK to NZ and back to the UK.
