I had to connect Surface Pro3 to a domain the other day, and it had the GB keyboard default loaded for some reason (before I got to it). Our domain admin account has a @ symbol in it. I couldn't work out for the life of me why it would not work. Took about 30 minutes before I tried the " key.
I had this with my father's Windows 10 PC, setup a local account for myself so I could fix some issues with it and low and behold "\" was producing #'s.
US English keyboard layout was added, but the switcher + Ctrl+Shift was missing, took adding a second American layout (Dvorak which I was fine with), removing both Qwerty based layouts and re-adding the US Qwerty layout to get any sense. le-sigh.
