Don't think he can - the errant file is on his desktop. So deleting the directory would delete his desktop.

The other way is start - run - cmd
And find your way to the directory the file is in. ctrl-alt-del and kill explorer.exe to ensure its not a file lock state.
Then try the attrib and delete commands. Could be wrong HOWEVER, file not found tends to indicate a MFT entry error more than anything.

Can you try the following:
Right click on desktop, new text file and call it:
videoplayback.mp4
or videoplayback
then rename it to videoplayback.mp4 in the cmd prompt
See if it asks you to overwrite the existing file, if not, then try deleting it afterwards
If it does, say Yes to overwrite.
If not, second option:
Right click the file, click CUT
Then refresh the desktop and hopefully it might disappear
Failing that, hmmm have you got any other accounts on the PC? Maybe an Admin one?
rebuild the local desktop from a different account maybe

Start, Run, regedit, CTRL+F, then search for that file and remove any entries relating to it
Sounds like it could be a corrupt entry
