Yes, it should be an opt-in system rather than a geoblock, especially considering both their main competitors (Siri and Google) are available here. I have been considering swapping my PC to US region because I have no purchased software from the store, so nothing to lose.

Not sure why, but it annoys me no end :) Plus in my experience, I've never found better results with Bing than Google.

And yet, I can Bing things. And there are things Cortana can do that have nothing to do with search engines.
You can do some pretty trivial things. Like Google Now, it's utility comes in being able to work with your personal data (emails, calendar entries etc), time and locale. If Bing doesn't have a database of local public transport, real time traffic, weather, movies, restaurants, events etc it becomes pretty limited. Toggling Bluetooth using Cortana get's old pretty quick.
