I'm currently have Vista Ultimate for 2 PC's and am very unhappy that all the info I have seen so far indicates that I can only use an "upgrade" license if I go to 7 Ultimate which I have no intention of doing. It seems that even a clean install with a 7 HP or 7 Pro upgrade package (which is what I really want to do) will not work although I can't get a definitive answer on that anywhere. Pricing overall here is certainly way to steep considering what it is in the States.

You can upgrade to any version you want. It does not matter what version you currently have it only matters that it is XP or Vista.
I have gone from Ultimate to Pro. I can tell you that doing a clean install there was no check to prove that you have a previous version. You just enter the upgrade key and off you go. It comes down to your honesty I guess.
I understand what you say about needing to perform a clean installation and I am aware of how to go about this - it is my preference to do this anyway rather than an inplace upgrade. What I want to clarify is can I purchase an upgrade version of Windows 7 Home Premium or do I need to purchase a full retail version (at a significant price premium)? This would seem very unfair if someone who paid a lot less for their Vista Basic or Home Premium product can take advantage of upgrade pricing but someone who paid more for their Vista Ultimate product has to pay more again yet they both end up with the same result.
Matt, according the upgrade path for Windows Vista Ultimate, you are only able to upgrade to Windows 7 Ultimate. Therefore , you are required to purchase a full perpetual license of Windows 7 Home Premium if you would like to upgrade from your copy Windows Vista Ultimate.
