My dad is having problems on Windows Vista trying to turn on the internet,
When the UAC message comes up,

the whole screen goes black like usual, but instead of the popup, only cancel can be seen.

He also told me that a random message came up, like one of those fake error messages.
He did a Full Computer Scan with AVG Home Free, latest definitions.

Try MalwareBytes Antimalware - not all AV picks up malware etc which could be lurking in the background.
