Found a solution and it involves registering javascript dll again - by any chance your IE can't execute javascript, or have you blocked javascript?
Have you tried disable Kaspersky and run skype?
xpd: Do you own the internet connection ? Just asking as if you are not the owner, maybe whoever is in control of the router is filtering/blocking something Skype needs to work.
Do you have another computer you can try on ? Then you can tell if its just your laptop, or the actual network causing the issue.
_Allan: I found this link which suggests some trouble shooting ideas.
I note they all suspect the browser. Should you consider ensuring your browser is up to date and if you feel it is up to date, move back an edition.

I haven't blocked java well at least I dont think that I have. I even reinstalled that to make sure.
Im not disabling my security.
I have windows 8.1

ripdog: Have you opened Task Manager to see if skype.exe is there? If so, kill it and restart skype. If still borked, look around in %APPDATA% for skype config and delete it all, then try again.
