Hello, if you do not have a local DNS server, can you still connect to other computers on the domain by using their computer names ? If so, how does this work without a DNS server ?

Thanks for any help.

There is always DNS in a domain. A Domain controller needs to be a DNS server to function.

If you mean a domain - as in an Active Directory domain - as has been said you will have local DNS, or it won't function.

If you just mean a workgroup, then there are a number of name resolution methods, depending on the client OS.

More modern client OSes use DNS by default, then fall back to Netbios. Netbios can be configured in a number of modes, which use either broadcast (sent to whole network, what is the IP for BOB), a WINS server (DNS for Netbios basically), or a combination of both (P-node or H-node).

Windows 7 and newer also use some of the IPv6 autodiscovery stuff to make things like homegroups work.
