I need to convert a '.OST' file to a '.PST' file.

Are you aware of any free utilities to do this or one that is reasonable to buy for a one-time need?

You could create a PST file and then copy all the items to it?

Ya. I believe if you can log in you can archive/copy to PST using Outlook.
