Basically every account on my computer is blank, when I upgraded on my laptop the account still had its file and settings after the upgrade.

On my desktop they are basically empty accounts, all settings and files are gone, I have backups of somestuff but have realised I don't have backups of my browser passwords, emails etc, I can see a windows.old folder on my c:~ (that's supposed to be c drive but I appear to now have UK settings on my keyboard) bugger!

Is there a way to get at the stuff or have windows import my old account as I rather desperately need it.

It should have backed up to my removable drive but for some reason mothing is on there from the account just the general files.

it appears I am using a temporary profile, just putting this here as I can't bookmark anything as everytime I logout I get a new temp profile, at least here I can find it

It's pretty insecure to be doing that anyway. 

Use LastPass, never lose a password again.

Interestingly I experienced a similar issue with user name details.  Under window 7 I was the only user so never entered names etc.  I think I was known as user001.  After window 10 arrived it asked for an email address linked that to some past windows registration via the address and asked for a password.  Fortunately I was able to recall it and on entering it Windows 10 promptly made that identity as administrator.
My problem which I have yet to solve is ( Guessing a bit) that My PC knows me as user001, windows asks for password linked to email address, allows user001 in BUT then forbids me from many functions because I don't have administrators status.  I welcome any ideas to get old me user001 and new me under windows 10 to recognise us as the same person and legitimate Administrator so I can do simple things like copying JPG files from one folder to another.

so user001 used to be an administrator, now when you logon using it, its not?

Correct, well thats what seems to be happening.  All my old programs and files are under that user and I can't use them when they don't meet the Administrators (win 10 ) protocols.

An example of what happened.  After loading Windows 10, and looking at my new toys, I opened the new Photo Ap, which then proceeded to seach and list all my photos on the ap.  Then using my old ADCsee program, my Picasa 3 or my new ADC free program to alter, copy or move to a folder, I get an Administrator message advising I lack the authority to perform this function.  No options to enter passwords or to continue.  In fact continue does copy a shell of the file to the new location but it can't be opened and contains no data.

sounds like you need to try logging in as the actual administrator account, is there another account available when the lock screen comes up on PC start?

If you are using last pass, make sure you are using two form factor id
