I am seeking advice here for a 3rd party and I dont use Outlook so there may be a bit of to and fro trying suggestions...

He has Office 2007 Pro running on a laptop  and uses Outlook for mail, ISP is Snap (2Degrees)
He recently bought a new desktop and has successfully upgraded it to Windows 10 and installed the same version of Office on it.
Outlook on the new desktop has been set up but does not receive any mail. I got him to change the Outlook settings from POP to IMAP and he now reliably receives mail on the phone as well as the laptop, prior to this mail delivery to the phone was sporadic, but still nothing to the desktop machine.
Should he be able to get mail delivered across all 3 devices? Eventually the laptop will be retired but he needs to reliably receive email on the desktop before he is willing to do that.
Thanks.

I'm supposed to respect my elders, but it's getting harder and harder for me to find one now.

Yes if they are all set to IMAP that should work.

There's no reason why he shouldn't be able to get the email on the desktop using Outlook.

In our household we use Outlook on desktops/laptops and reliably get emails on all devices for each account. Some are on POP some IMAP. I have four devices that my emails go onto.

I suspect there's something wrong or missing in the desktop setup for that account in Outlook.

works with mixed, IMAP and POP too, just change the setting on POP devices to leave copy of email on server if you want to access it on the other devices

Maybe, but it's not the way i would set it up as it's only a 1 way sync with POP. So no synced sent items, anything you delete in pop will not flow to your imap clients.

I set my @msn.com address as active sync across 3 mobile devices, tablet and 2 pc/ laptop.

I find active sync works better as it pushes instead of pulling. Better on battery too

It is a better option but very unlikely Snap/2Degrees support it.

Snap's email settings don't suggest that EAS (Exchange ActiveSync) is an option:

E-Mail Address: username@snap.net.nz
E-Mail Login Name: username@snap.net.nz
Incoming Mail Server (POP3): pop.snap.net.nz
Incoming Mail Server (IMAP): imap.snap.net.nz

Outgoing Mail Server (SMTP): smtp.snap.net.nz
Webmail: http://webmail.snap.net.nz
Email settings: http://myaccount.snap.net.nz

This info may have changed since I couldn't find the link to this info on the 2degrees website now that the snap URL is being redirected.

Outlook 2007 is out of mainstream support. Although that shouldn't affect this issue. I'd look at changing to at least Outlook 2013. The newer versions consistently work better for me - I run several POP, IMAP and EAS accounts with Android and Windows phones as well. That includes sharing some of those accounts across three computers. The newer versions have some nice changes like storing the Outlook mailbox file in C:\Users\%username%\Documents\Outlook Files\ instead of burying it in C:\Users\%username%\AppData\Local\Microsoft\Outlook\

I use an Outlook.com email address across  multiple PC and devices quite nicely.   Must try IMAP on my old Orcon account  though it only seems to get spam these days..

I don't think you will find any free mail that supports it outside MS due to licencing requirements.

No, I don't believe that. I have active synced my hotmail/outlook/msn dot com email on various connectivity (prepaid mobile data to on account to overseas roaming) and no issue. All platforms too, iOS, Android and BlackBerry.

I think the OP might be asking for a snap email, which OP wants to sync across devices. With limited functionalities, ISP emails are a thing of the past.

Move on and get hotmail lol.

Yes, I am referring to an existing snap email account.

umm all of those are owned by MS, and of course support activesynch

in order of bestness (must be word)
get a domain at godaddy and get a Microsoft exchange account form MS (not only can you be BigBoy@IamSoamazinglyAwsome.com you get to synch all contacts calendars and email and share calendars with your familyetc)
get a free outlook .com account (just do the synching)
stick with your ISP (at least you can synch your mail, and when you change ISPs you will lose the address
