Is there any ways of allowing a user to be able to install applications but restrict access to certain folders and its ability to change folder access? The situation is a contractor will install applications on server via VPN.

could you find something on the net that password protects the folders that you want to be kept private? or scramble them? make sure you back up first!

Create a new group, use group policy to give that group the ability to install software, and put permissions on the areas/folders where you only allow this group to access then that should be fine then on.

As you are not giving this group the full admin rights, but giving the group just enough to get the job done.
