My wife has tried to re-arrange her favourites in IE 11, but her changes (a deleted folder, several page references moved to new folders etc) last only for a few seconds before old references reappear.  For example a deleted folder reappears, page references that are moved reappear in the old position (as well as the new).

 

As a workaround, I have turned off Windows 10 sync settings for IE.  While this allows the maintenance to happen it is a workaround - not a solution.  Can anyone point me to the problem cause and solution?  Google has been no help - search results don't deal with this specific problem.

No idea. Maybe check IE11 is set as the default browser. Try start Edge and use the Edge menu to turn off sync for Edge.

Is she managing favourites through the browser?

Its never (well almost never) worked for me.

 

So far, turning syncing off and using Xmarks has worked for me - its supposed to sync bookmarks between computers and between browsers (though not MS Edge). It has its bugs apparently but reasonably happy so far. Its free but you need to register and download plugins (or whatever for IE, Chrome, etc).

 

Believe something called Eversync does something similar.

Is there an iPhone syncing to the computer? There may be a bookmarks setting in iCloud.

No.  Note that the problem is avoided by turning off the Windows 10 sync option for IE so it appears to be related to Windows 10 IE sync processes.
