Trying to troubleshoot an interesting issue with my windows 2016 servers. I used perfmon to try and narrow the issue down and it is pointing to the CSRSS process as the culprit. Unfortunatly i cannot determine what is causing this process to spike up in CPU as the minute i log onto the server, the CPU goes down. Any suggestions on next step?

Are you sure it is the real cs* process? Have you run a virus scan recently?
Have you checked for autorun / scheduled items - especially MSDOS, 16 bit or older items that might be set to run when the CPU is idle? some apps, services / processes are set to do their work when there is spare cpu and an idle pc. That will spike the cpu and that service has some responsibility for them.
Are you leaving a user logged in via TS? Try having them logged out or log in as a different user. Making a new profile and logging in as that, or leaving it logged in may show if it is a profile issue - which can case high cpu in that process.
Backups, indexing, updates, downloads, security checks etc - all are possible culprits as can be set for idle time.

Did it begin after recent windows updates? There have been a number of cases recently of windows updates causing issues with Azure AD Sync and other services to consume high CPU. Possibly related?
