so my chromecast is working - partially that is

it works through the 3 android phones in home. 

but off late , say 1 week, chrome browser on windows 10 cannot for the life of me find out devices.

I have read forums, troubleshooted, power cycles , i have wiped laptop and rest to factory again, it worked for 4 hours and next day it stopped working

i have wrote to google, they acknowledge that there are some ongoing issues with cast, but the thing is my older laptop is able to cast, but its slow , so it kinda stutters to stream content,

so i was wondering if there are some people who might have struggled and found a solution ?

any ideas ? pls help :) appreciate your response,
