As per the title. I have spent 2 hrs googling and trying lots of google results on how to fix the issue, all without luck.
Start to pull my hair out. Any ideas guys?

The first obvious question - have you restarted the computer (not using the Shutdown option then turning it on but the Restart option)?
Can you right-click on the taskbar and select [Search | Hidden] then turn the option visible again with either [Search | Show Icon] or [Search | Show Search Box]?

In the past terminating RuntimeBroker.exe through Task Manager (usually also associated with high CPU usage) has worked for me.

Yes, restarted via restart option multiple times.
I have right-clicked etc and done all that, also no luck.

Just tried that, still no luck.
Suggestion ... click Start/Settings/Update & Security/Troubleshoot.
Scroll down to Search & Indexing and run it?
