Just took delivery of a new HP pc.

Usual routine, install all the windows updates first.

Except after installing 20H2, Windows Update says it is up to date.

Repeated clicking of Check for Updates cannot convince it otherwise.

Should I download the Windows Update Tool and force it through to 21H2?

That is probably a good idea, seems off that it has such an old OS, was it old stock?

Or you could go straight to windows 11

I dont know if it was old stock, but it did give me the option of installing win11 or win10 during startup.

I chose Win10. The pc is for my mum, and Win10 is what she knows.

It will offer it eventually, but you can move to 21H1 via a tiny enablement package if you want. From there it will offer H2 over the coming months.

Yes.
I usually use the Create USB Media option , and use that USB as an in place upgrade.

Its actually common for Brand name PC's & Laptops not to have the latest build version .
At least for the ones I sold  .

The download page itself has the upgrade assistant option to kick off.

Small bundle that gets the required packages first

I used the Media Creation Tool in the end to kick start the 2021 updates.
