I have an OEM copy of Vista Home Premium that I paid $160 for about a year ago. On the cardboard sleeve, it says that it's "...64-BIT ENGLISH 3PK".

Does the '3PK' mean that it's a 3-pack, with 3 valid licenses for the one key?

What it means is the store/retailer/etc which sold it to you brought a 3pack of Vista OEM, which would have had three shrink wrapped manuals/cdroms etc.

They thought you were special enough to leave the outter plastic on your cdrom, but no it does not mean you are licensed for three machines :)

Unless you have 3 CD's and 3 License of authenticity then no

Ok thanks for clarifying that, I did think it would be strange to have 3 licenses but only one sticker :P
