Hey does anyone know if there is windows home server that will alow me to back up incremental changes that are made to busy files i.e .pst files?

I have found keep vault however it is only able to backup the entire file when it is not in use, 

BTW this needs to work over the net, not a local LAN :)

You should never use a PST file over the LAN. Also you may have problems if the PST file is in use while stored on a duplicated folder - in theory solved but better safe than sorry.
