Hi guys I'm trying to make a online rental store like fatso/gamehog with the whole mail order idea etc.. just wondering how to go about making the website and if there are any pre-made ones out there that I can tweak to my liking I've seen some wordpress stuff but not really sure on how this all works.

Basically want the same concept as most online rental services.

also need to know how to setup/manage members,stock and payment options as these are the main things. I've never setup something like this before so could really use some pointers.

If you want this to be a viable business that attracts and retains customers than spend some money and employee a professional web developer/company to build you a custom solution. You will be hard pressed to find a pre made solution that you can customise. Never run a business from wordpress.

A professional will also be able to assist you with proper security and user management. You will need webhosting, a database, an SSL cert (most likely) , domain name, some sort of payment system, user and stock management, support systems.... the list goes on. 

Have you ever run a website?

Yup me and a friend had setup a small wordpress site (which was more like a portal) and a forum, we had godaddy host and supply the domain. It was for a gaming clan.

Do you know of any reliable/good web developers out there? and what kind of price range would i be looking at for someone to help set this all up?

might I suggest that you hire a freelancer to help you code, and/or setup the website..
Atleast a minimal investment is required to successfully setup a professional website, as you would like to keep any traffic that you get.
