You are normally able to set up any PC BIOS to not automatically reboot after a power failure.  I am not sure about how to do that on an RPi though

The PI is a minimalist machine without a powerswitch or external reset button, there is no difference between a power failure and restore than somebody unplugging and replugging in to reboot.
