I had one of my PCs do that a couple of days ago when I upgraded it from Xubuntu 18.04 LTS to 20.04.1 LTS.  The repair was simple - just boot a 20.04 live image (which I already had available for PXE booting on my network), then follow the instructions for reinstalling grub:

I have had to do that in the past to repair other grub problems, but it was annoying that grub still has bugs that can cause this.
